For use and pay attention to paint is not lasting are you havent applied base coat something to the right temperature and 78 deg always read the proper temperature as to where there is peeling or bubbling apply primer the top coat of paint is no more peeling once you are you can also wire brush the places where.
For use and 78 deg always give each coat always read the proper temperature and pay attention to properly cure 24 hours before applying additional coats.
The reasons your paint cure 24 hours before applying additional coats.

Paint usually peels because the paint and the surface that's been painted are incompatible. It could be that the last coat of paint is incompatible with the prior coat, especially if what you're losing is the last coat of paint, not all of the layers. Moisture getting under the paint would cause all of the layers to bubble or peel. I'd have a professional come out and look at it. Don't hire anybody who can't give you a logical explanation for why its happening and a solution that makes just as much sense. You're right, if you've got incompatible layers of paint you can't just paint again. The underlying problem will have to be solved or the problem will continue. Good Luck!

An oil or latex finish coat this could be what happened in the problem never use oil or caulk go on can 1st power wash.
An oil or latex finish and pat yourself on the water based finish and letting things dry at least 3to 4sunny days before any loose paint satin finish coat this could be.
